Yangpu Economic Development Zone
Not an administrative division, and probably the most important place on the island for anyone moving goods, energy or ships.

Yangpu is a province-administered economic functional zone on a peninsula inside Danzhou's territory. It has no administrative division code and appears on no boundary map — which is precisely why foreign investors researching Hainan by looking at a list of cities and counties routinely miss it.
It carries the island's heaviest concentration of trade and industrial policy: oil and gas chemicals, bulk commodities and international energy trading, international shipping registration, and port and shipping logistics. Yangpu Port is one of the national logistics hubs being developed on the island, and its container terminal programme is central to Hainan's post-closure role as a transhipment point between China and Southeast Asia.
Yangpu's remit also extends beyond its own peninsula: it coordinates satellite industrial parks in Dongfang (the Lingang industrial park) and Lingao (the Jinpaigang development zone), which is a relationship no map of administrative boundaries can show.

How the incentives apply here
- Yangpu is where the Free Trade Port's trade and shipping instruments are most developed. For shipping, energy trading and processing businesses, the difference between registering here and registering elsewhere in Hainan is substantive rather than presentational.
- The "first-line liberalisation, second-line control" customs design is most directly exploited here: imported inputs enter free of duty and VAT, and goods substantially transformed on the island can enter the mainland without being taxed as imports.
- Zone-level administrative delegation means many approvals are handled inside Yangpu rather than referred upward.
